MESSAGE FROM THE SECRETARIAT


After a successful launch of JustPal in Athens last year, we are continuing our efforts in bringing justice practitioners together for sharing their experiences on the topics that are of main importance for guaranteeing an efficient operation of the justice systems with a high level of quality of services. One of the current activities we are working on is the organization of two new communities of practice events for budget professionals and court managers/court administrators. More news about these events can be found on this website.

Moreover, it is expected that the members of the JustPal network will be invited very soon to fill in a short electronic survey. The results of the survey are related to topics highlighted on the agenda of the coming two meetings and will be used for facilitating our discussions and as background material for the reports of the meetings.

The last news that the secretariat is bringing concerns the content and design of the website. Behind the scenes web designers and content creators are working very hard to provide you a more attractive website, with up-to-date news and better possibilities for sharing knowledge through an online platform. Hopefully we are able to present you a new website before the June meetings.

This website (www.justpal.org) functions as an e-based knowledge network and portal, including a ‘one-stop shop’ Knowledge Databank to allow continuous peer-based interactive learning and knowledge sharing.

The JUSTPAL network complements and expands World Bank, European Commission and partner-financed justice reform activities, and has catalyzed the formation of four Communities of Practice (COPs): (i) Budgeting; (ii) Information Systems; (iii) Physical Infrastructure; and (iv) Court Managers and Administrators. The Network brings together groups of justice professionals through the COPs via ‘real’ and virtual forums to share and disseminate reform experiences, methodologies, good practices and – in future – is envisaged to facilitate the conduct of peer reviews and self-assessments.

Justice Sector Peer-Assistance Learning (JUST-PAL) Network Communities of Practice meeting for Justice Sector: Budget Professionals.

In April 2011 the World Bank launched the Justice Peer-Assistance Learning (JustPal) initiative in Athens. The JustPal objective is to provide a platform for professionals to exchange good practices and peer-driven improvements to justice systems and thereby support countries endeavoring to improve the performance and service delivery through various Communities of Practice (COP). Since September 2011, The Hague Institute for Global Justice has been given the mandate by the World Bank to establish the JustPal Secretariat in The Hague and to promote the initiative. In view of this the Institute is COP meetings for JustPal, which is also meant to be an informal re-launch of the initiative.

The COP meetings for budget professionals bring justice professionals (lawyers, judges, state-attorneys etc.) together from EU Member-States and non-EU countries where reforms and modernization are most intensive thereby serving as an avenue for the participants to learn from each other with respect to finance and budgeting in the justice sector in the various countries. The scheduled meetings involve a two day interactive sessions which are meant to enable the participants exchange professional experiences and to develop best practices for future application.

Justice Sector Peer-Assistance Learning (JUST-PAL) Network Communities of Practice meeting for Justice Sector: Court Managers and Administrators.

 

The JustPal Network provides a platform for professionals to exchange good practices and catalyze peer-driven improvements to justice systems. The JustPal Network complements and expands World Bank, European Commission and partner-financed justice reform activities, and has catalyzed the formation of four Communities of Practice (COPs): (i) Budgeting; (ii) Information Systems; (iii) Physical Infrastructure; and (iv) Court Managers and Administrators. The Network brings together groups of justice professionals through the COPs via ‘real’ and virtual forums to share and disseminate reform experiences, methodologies, good practices and – in future – is envisaged to facilitate the conduct of peer reviews and self-assessments.
The scheduled COPs meetings for court managers and administrators involve a two day interactive sessions which are meant to enable the participants exchange professional experiences and to develop best practices for the management and administration of courts.

Launch Conference:

The Launch Conference of the Europe and Central Asia Justice Sector Peer-Assisted Learning (JUSTPAL) network, organized for the World Bank by the European Public Law Organization (EPLO), took place 12-14 April 2011 in Athens, Greece.
